Because here is what nobody in the hydrogen water industry wants you to type into a search engine: Henry's Law. It's a 19th-century formula. It is not complicated. And it makes roughly ninety percent of the claim-numbers in this category physically impossible.
At standard atmospheric pressure and room temperature, water saturates at approximately 1.57–1.6 ppm of dissolved molecular hydrogen. That is the ceiling. It is not a design challenge. It is not a problem that better engineering solves. It is a hard physical limit, the same way water boils at 100°C at sea level regardless of what the kettle costs.
The concentration of a dissolved gas in liquid is proportional to its partial pressure above the liquid. At 1 atm and 25°C, hydrogen's solubility ceiling in still water is ~1.57–1.6 ppm (~1,600 ppb).
